Establishment & Background
The Majlis Senator Malaysia (MSM), or Council of Malaysian Senators, was officially established and registered under the Registrar of Societies (ROS) in January 2013.
Prior to the formation of MSM, Senators operated under Kelab Senators. However, the club was fundamentally distinct as it was formed by the National Front (Barisan Nasional) political coalition, limiting its scope to that coalition and offering membership solely to sitting or serving members.

A Truly Bipartisan Foundation
What makes MSM distinctive is its bipartisan constitutional structure. The constitution provides that the membership of the Council comprises both sitting or serving Senators and former or retired Senators who have served in the upper house of Parliament, the Dewan Negara.
Membership eligibility applies regardless of whether an individual served one term of three years or a full term of six years. As it is open to members across the political spectrum, MSM functions as a unified and dignified bipartisan platform.
The Strategic Mission
To preserve and strengthen the institutional prestige of the Dewan Negara, MSM focuses on empowering Senators through high-level intellectual dialogues, professional legal and policy perspectives, and meaningful contributions to contemporary Malaysian society.
